Montezuma Dumangane is a Partner at Lear since 2026. He is a recognised expert in econometrics and policy evaluation, with over 15 years of experience delivering advanced quantitative analysis in competition and regulatory matters.
His experience spans antitrust proceedings, competition litigation, and impact evaluation. Over the past year, he has been involved in several high-profile litigation cases, leading the development and application of counterfactual impact evaluation frameworks and providing critical assessments of damage estimation methodologies.
Prior to being appointed Partner at Lear, Montezuma served as a Senior Advisor at Lear, where he managed research projects in policy evaluation and provided technical guidance on the design and implementation of impact evaluations; as a Senior Economist at the Portuguese Competition Authority, where he contributed to investigations into anti-competitive behaviour across sectors including transport, energy and telecommunications; and as an Economic Analyst at the Competence Centre on Microeconomic Evaluation (CCME) at the Joint Research Centre of the European Commission, supporting multiple policy Directorates-General and the Regulatory Scrutiny Board.
He has taught and conducted academic research in econometrics, microeconomics, and statistics at Birkbeck College (University of London), ISEG (University of Lisbon), and the Catholic University of Lisbon.
Montezuma holds a PhD in Economics from the University of Bristol and an MSc in Economics from the University of Lisbon. He speaks Portuguese, English, and Italian fluently.
