Eduardo Cardadeiro is a Partner at Lear since 2026. He is an economist with over 20 years of experience as a consultant in economic regulation, concession contracts and public policy, particularly in network and regulated industries.
He combines a strong academic background with significant policy and advisory experience. Eduardo has advised governments, regulators and international institutions across a wide range of sectors, including energy, transport (railways, maritime ports and airports), water, waste management and electronic communications. He has played a key role in the design and implementation of regulatory frameworks, tariff systems and sectoral reforms, including restructuring and privatization processes.
He has held academic positions in several universities and is currently Associate Professor and Director of Autónoma Academy at the Autónoma University of Lisbon, and a researcher at Center for Research in Economics and Business Sciences. His academic work focuses on regulatory economics, industrial organization and economic policy.
He served a full term as Board Member of ANACOM, the Portuguese communications regulator, and as Board Member and Chairman of the Audit Committee of the Instituição Financeira de Desenvolvimento, the Portuguese development bank. He has led independent commissions and advised on major infrastructure and public policy initiatives.
Eduardo holds a PhD in Economics from the University of Évora. He speaks Portuguese and English.
