On 13th July 2017, the Research Centre for Transport and Logistics of Sapienza University is organizing a conference on the recent framework for local public transportation services in Italy.
Approved in June 2017, the new law (L. 21 June 2017, no. 96) sets the promotion of competition in the local public transportation sector as one of its key objectives. As of now, the sector of local public transportation has a low level of competition. This is due mainly to the widespread adoption of direct contracting over competitive tendering; inefficiency of public tenders due to inadequate tender design; and common attitude of not splitting public contracts in lots.
In his presentation, Paolo Buccirossi will discuss the impact on competition of division in lots of a public contract, focusing on the emerging trade-off between productive efficiency VS allocative efficiency and on the definition of the optional dimension of lots.
