Lear further strengthens its team in Portugal with the appointment of a new Partner

Lear is pleased to announce the appointment of Eduardo Cardadeiro as Partner. Eduardo joins Montezuma Dumangane and João Eduardo Gata in Lear’s leadership team in Portugal, further strengthening the firm’s capabilities in economic regulation and public policy advisory.

Eduardo is an experienced economist with over 20 years of practice in economic regulation, concession contracts and public policy, particularly in network and regulated industries. Over the course of his career, he has advised governments, regulators and international institutions across a wide range of sectors, including energy, transport (railways, ports and airports), water, waste management and electronic communications. He also served a full term as Board Member of ANACOM, the Portuguese communications regulator, and as Board Member and Chairman of the Audit Committee of the Instituição Financeira de Desenvolvimento, the Portuguese development bank, bringing valuable insight into regulatory and policy-making processes.

He is currently Associate Professor and Director of the Autónoma Academy at the Autónoma University of Lisbon, as well as a researcher at the Centre for Research in Economics and Business Sciences (CICEE). His academic work focuses on regulatory economics, industrial organization and economic policy.

Based in Lear’s Lisbon office, Eduardo will work closely with the Rome team and will be supported by a dedicated local structure. His appointment further enhances Lear’s ability to assist clients operating in regulated sectors and reflects the firm’s continued commitment to growth in Portugal and internationally.
