Lear is pleased to announce the appointment of two new Partners, João E. Gata and Montezuma Dumangane, who will lead Lear’s operations in Portugal. Their appointment marks an important milestone in Lear’s growth in Portugal and the Southern European region, while strengthening our capabilities in competition economics and regulatory advisory.
Montezuma Dumangane is a recognised expert in econometrics and policy evaluation, with over 15 years of experience in quantitative analysis applied to competition and litigation matters. He has led complex damages assessments and counterfactual impact evaluations in high-profile cases. His previous roles include Senior Economic Analyst at the Joint Research Centre of the European Commission and Senior Economist at the Portuguese Competition Authority, combining EU-level policy expertise with in-depth knowledge of the Portuguese context.
João Eduardo Gata has over 20 years of experience in competition economics and policy. Until recently, he held senior leadership positions at the Portuguese Competition Authority, including Principal Economist, Chief Economist, and Director of the Bureau of Economic Studies. In these roles, he has overseen major antitrust investigations across a wide range of sectors. His institutional background and enforcement experience provide Lear with a unique perspective on how competition enforcement operates in Portugal.
João and Montezuma will be based in Lear’s new office in Lisbon and will be supported by the firm’s team in Rome as well as a dedicated local team. Lear’s operations in Portugal will focus on both private and public enforcement practices, representing a further step in strengthening Lear’s presence in Portugal and across Southern Europe, and supporting the firm’s broader international expansion.
