Framework contract with DG Comp for the collection of information from past Commission merger decisions

In February 2023, Lear and a consortium of enterprises (including Be Smart, DIW Berlin, Fideres and University of East Anglia) have been appointed by the European Commission to design and develop a comprehensive database collecting key qualitative and quantitative information from non-simplified past Commission merger decisions. The database would enable DG Comp to produce statistical reports which could serve as an input to DG Comp’s decision-making practice in relation to EU merger control, both for operational and for policy purposes.

In October, Lear and Be Smart have been selected by DG Comp for a Framework Contract having as object the continuation of the above project for up to 4 years. The aim of the Framework contract is to update the existing Commission database with key information from past merger decisions adopted by the Commission, implement quality control measures to ensure accuracy and consistency in the data collection stage and provide the Commission with technical assistance.
