Competition policy report: International benchmark for competitive neutrality based on competition cases

Lear has been appointed by the World Bank Group to deliver an in-depth review of the competitive issues that can arise as a result of the presence of State-owned enterprises (“SOEs”) and of the tools available to address such issues. The objective of the report is threefold: (i) present a discussion on SOEs and how their presence in the economy may generate market inefficiencies, (ii) provide an analysis of the anticompetitive effects that the presence of SOEs in the markets can generate, illustrated by a review of antitrust cases carried out by different competition authorities which involved SOEs, and (iii) evaluate how it is possible to intervene to solve such competitive problems or prevent their emergence.
