During the past year, Lear has carried out a capacity building project for the Commission for Protection of Competition (CPC) in Bulgaria. The project, sponsored by the EBRD, was aimed at strengthening the skills of the CPC officials on competition law enforcement and public procurement.
Lear has delivered seven classroom based trainings on the enforcement of the rules on the abuse of superior bargaining power, the design of an effective approach towards sector inquiries, competition assessments in public procurement, and the ex-post evaluation of the effects of merger control decisions. The training on the ex-post evaluation of merger decisions also dealt with the general principles of econometrics and the use of the software Stata.
The training has been delivered by the senior consultants and advisors of Lear’s team, and several external experts. The feedback gathered after the training showed that the training has been extremely valuable for the CPC officials, tailored to their needs and expectations.
